The progress of Robotaxi China continues to gain momentum as CaoCao Inc. confirmed on February 11 that the number of Robotaxi vehicles operating in Hangzhou’s Binjiang District has reached 100. The fleet is now supported by the company’s Green Intelligent Mobility Hub, signaling a shift from small-scale trials to more structured commercial operations. CaoCao, which serves as Geely Holding Group’s main commercial platform for Robotaxi China, has designed a three-step development strategy aligned with different stages of technological maturity. The first phase focused on validating autonomous driving technology through limited pilot programs. The current phase is centered on transitioning from safety-driver-supported services to fully driverless operations, while also testing hybrid fleets that include both autonomous and human-driven vehicles. In the next stage, the company plans to introduce fully purpose-built Robotaxi models and expand large-scale commercial operations globally, further strengthening the position of Robotaxi China in the international market. The launch of a 100-vehicle Robotaxi fleet in Hangzhou represents a key milestone in the company’s Robotaxi 2.0 strategy. With a larger fleet now in operation, CaoCao will continue to improve service reliability, optimize operational workflows and enhance the passenger experience. At the same time, the company has launched the world’s first Green Intelligent Mobility Hub in the city. Equipped with automated battery swapping, self-cleaning systems, in-vehicle maintenance, intelligent dispatching and automated billing, the facility supports daily operations while also improving the efficiency required for large-scale Robotaxi China deployment. Looking ahead, CaoCao plans to gradually extend service hours and expand the coverage of its Robotaxi services. The company will also introduce its CaoCao Intelligent Mobility RAS remote safety platform and fully deploy an intelligent asset management system. By combining its operational strengths with smart cockpit and autonomous driving technologies, CaoCao aims to build a complete closed-loop system for fully driverless Robotaxi operations and accelerate the large-scale expansion of Robotaxi China. In addition to strengthening its domestic presence, the company is also pushing forward with international cooperation. CaoCao has signed a Memorandum of Understanding with the Abu Dhabi Investment Office (ADIO) and plans to open a local office in Abu Dhabi this year. Through collaboration with local partners, the company will explore pilot projects for autonomous driving and green mobility technologies and bring the experience of Robotaxi China to overseas markets. Meanwhile, CaoCao is working with Geely and other partners to develop a fully purpose-built Robotaxi model equipped with dedicated autonomous driving hardware and software. The new vehicle is expected to debut this year, and the company plans to deploy 100,000 vehicles by 2030. Green Intelligent Mobility Hubs will also be introduced alongside the expansion of the Robotaxi business, providing comprehensive automated operational support and helping to build an integrated “sky–ground–space” mobility ecosystem. With a development strategy that combines intelligent purpose-built vehicles, advanced autonomous driving technology and intelligent operations, CaoCao Inc. is steadily expanding Robotaxi China and contributing to a greener, smarter and more efficient future for urban transportation.
